New York City (in the wider New York State) has always been a city of freedom and opportunity. Everyone knows the famous Statue of Liberty, which has been a welcoming beacon to newcomers of the city since 1886. With over eight million inhabitants, New York City (NYC) is considered the largest in the US and often mistaken for its capital (which is actually Washington, D.C.). Vibrant NYC is home to a diverse mix of people from all nations and cultures of the world and comes in first in our ranking thanks to its liberal attitudes, amazing LGBTQI+ scene (with an impressive 177 gay bars, more than any other city in our rankings) and forward-thinking nature when it comes to sexual liberation. For instance, the protests and demonstrations of the Stone Wall Uprising, which began in June 1969 at the Stonewall Inn in the Greenwich Village area of the city, inspired the beginning of the gay rights movement in America and triggered a worldwide movement for gay rights. The first ever Pride march – called the Christopher Street Liberation Day March – was also held in the city a year later on 28 June 1970. Whilst some areas of the city are more conservative, NYC is overall a very liberal, friendly place to be. A fitting recipient of the number one spot!

At number 2 in our rankings is the cosmopolitan German city of Cologne ('Köln') which is world famous for its impressive annual carnival dating back to the Middle Ages and its stunning 13th century cathedral, one of the largest in Germany. Cologne is also one of the most liberal areas in Germany, maybe even the world, and it is easy to fall in love with this charming city with its own distinct way of life. In no city in our ranking are there more annual LGBTQI events than in Cologne with an impressive 26 events each year. The city also has a thriving LGBTQI scene year-round. Whilst sometimes overlooked in favour of the more well-known cities of Berlin and Hamburg, this city on the Rhine is a true role model of liberalism, openness and individualism, especially in the sexual sense. Cologne residents are very proud of their liberal culture and are happy to welcome like-minded visitors sharing their values. It is unsurprising then that many international residents, including a number of celebrities, have set up home here.

When you think of some of the most sexually liberal and relaxed cities in the world, Berlin definitely springs to mind. Numerous world-famous techno clubs are located there, including the "world capital of Techno” Berghain, or Watergate. In Berlin, there has always been a huge LGBTQI+ scene and at least 49 gay bars, the 3rd highest number of all cities listed in the rankings (after New York City and San Francisco). There are 15 annual LGBTQI events in Berlin, the second highest number in our ranking (after fellow German city Cologne with 23), and events regularly attract a high number of international guests. Social openness is particularly pronounced in Berlin, with a very open BDSM and fetish scene present in the city and the annual "Venus" erotic fair – one of the largest of its kind in the world – also takes place here. In addition, prostitution is completely legal in the city and sexual minorities are protected by anti-discrimination laws. Taking all of this into account, it isn’t hard to see why Berlin takes 3rd place in our rankings!

Whilst those who do not know the city intimately may be surprised at Madrid placing 4th in our rankings, it will come as no surprise to connoisseurs of this wonderful city. Since the end of Franco’s dictatorship in 1975, Spaniards have been full of joie de vivre, particularly when it comes to their sex lives, and Madrid is no exception. There is a strong adult entertainment industry in Madrid and more widely in Spain, with many successful local production companies an online platforms for webcam sex. In fact, it is estimated that the adult entertainment industry in Spain contributes approximately 26.5 billion euros to GDP. Since 1995, prostitution has also been legal but unregulated in Spain and the sex trade is booming, although operating a brothel or as a pimp remains prohibited. So, when it comes to freedom of sexual expression, Spain’s capital city is certainly a very liberal city!

Los Angeles - the city of angels. Arguably the west coast of America’s most famous city thanks to the glamour of Hollywood and its glorious sandy beaches which are home to some of the world’s best skaters, surfers and street artists. Countless famous musicians live in the city and even more blockbuster films are made in this creative hub whose liberal lifestyle attracts freedom-loving people from all over the world. Hardly surprising then that there are at least 62 gay bars and over 100 sex stores in Los Angeles which also has a thriving LGBTQI+ scene. However, the low number of official LGBTQI+ events and the fact that sex work is essentially prohibited in Los Angeles, much like the rest of the USA, means the city does not appear higher in our rankings.

Although today San Francisco is perhaps more associated with its plethora of tech companies and innovation in the so-called “Silicon Valley”, there are also many more facets to the city including its particularly liberal attitude to life. Indeed, this fabulous metropolis on the west coast of the USA became the birthplace of the United Nations in 1945 and was the epicentre for counterculture, sexual revolution and the peace movement which sprung up in opposition to the Vietnam War and culminated in the Summer of Love in the city in 1967. San Francisco remains very liberal today and there is a thriving LGBTQI+ scene with 11 annually recurring LGBTQI+ focused events - the fourth highest number of all the cities in our ranking – and an impressive 117 gay bars, second only to NYC. However, despite a liberal approach to sexual orientation and eroticism, sex work is still illegal in the city as it is across the vast majority of the United States.

As England’s proud capital city, London is also the liberal heart of the United Kingdom and only misses out on a higher spot in the rankings by a few points overall. Many London districts are known for their exciting arts and cultural heritage and there is a thriving LGBTQI+ scene in the city, particularly in the central Soho area. There are an impressive number of gay bars too – 55 at last count. In recent years, the public interest in sexual freedom has been particularly high with a significant number of sex and fetish shops, events and parties offering exciting options for all proclivities. Those interested in becoming more informed on specific sexual topics have a range of options at their fingertips as well, with courses on a diverse range of areas such as pegging, BDSM or the popular Shibari Japanese bondage art widely available. Called the “Venice of the North” because of its many channels and water surfaces and the sheer beauty of the city, Amsterdam is most commonly known for its relaxed attitudes to drugs and prostitution. The legendary red-light district of the city attracts millions of visitors every year and sex is freely celebrated in the city, which is also home to the informative Red Lights Secrets Museum. Whilst there are less annual LGBTQI+ events (6) on the calendar than in other cities in our rankings, the extensive Amsterdam Pride event in the city is one of the best of its kind. Amsterdam also has 23 gay bars, twice as many as Cologne which is a much bigger city in comparison. Montreal in Canada is considered one of the most liberal and liveliest cities in the world and is the second largest French-speaking city in the world after Paris. There are numerous strip clubs in the city centre and several gay bars. Official brothels have been found in the city for decades, however, when it comes to prostitution, Montreal is pursuing an approach that resembles the so-called Swedish model: to offer sexual services is not illegal, but the purchase of such services is punished. What some might call a neo-abolitionist approach with the assumption that sex work is undertaken on a voluntary basis. This assumption has drawn mixed views from sex workers and the people who precure their services across the world and whilst Montreal remains a very liberal city, this is why it does not appear higher in our rankings.

Atlanta is the capital of the southern US state of Georgia and is a hidden gem when it comes to sexual liberation in the US. The city is a cultural smorgasbord with a strong arts and music scene, and it is home to around 500,000 inhabitants. Atlanta also has a strong LGBTQI+ community and there are seven annual LGBTQI+ events celebrated here each year and at least 28 gay bars (more than Philadelphia which is three times the size of Atlanta). Friendly Atlanta is privy to stunning scenery on the doorstep with the benefit of lively urbanity in the city centre without the brash undertones of larger US cities like New York or LA. Indeed, Atlanta is a prime example of liberalism and relaxation. If it weren’t for the stiff competition of other cities in our rankings Atlanta would have reached a higher spot in the list but for anyone keen to try something a little different on their next US trip, Atlanta is definitely worth a visit.

Sydney is located on Australia's east coast and is world famous for its opera house with the iconic shell silhouette. Where there is great art, there is often a liberal spirit and that is especially true for Sydney. However, considering that there are over five million inhabitants in Sydney, there are comparably few gay bars there (currently 8), although Oxford Street in the district of Darlinghurst has a lively LGBTQI+ scene. It is home to the 'Gay and Lesbian Mardi Gras' and a number of other annual LGBTQI+ events also take place across Sydney. The Kings Cross area is Sydney’s version of a red-light district and there are numerous strip clubs and erotic bars where professional ladies and gentlemen can be encountered. In addition, the city is also home to a diverse range of brothels that enjoy a good reputation and underline their high standards with high-quality interior. Prostitution is regulated and decriminalised in Sydney, but still not completely legalised. There are high numbers of escorts in the city alongside a large amount of street prostitution offered by women, men and trans people, although street prostitution is only tolerated by the authorities in specific streets. There are also a number of massage parlours in Sydney, who specialise in erotic offerings. With everything considered, liberal Sydney appears in 11th place in our rankings.

Paris: the city of love. For centuries, Paris has also been a centre of sexual exploits, made famous by the numerous novels of Alexandre Dumas, the Marquis de Sade, Restif de la Bretonne and many others such as more modern authors like Emma Becker. French erotic literature remains popular today and Paris remains at its heart. But this sexual freedom does not apply solely to literature, as there is a huge canon of erotic films and music that have been inspired by or created in Paris in addition to its world-famous, often provocative high fashion credentials. The LGBTQI+ scene is also extremely vibrant in certain Parisian neighbourhoods with an impressive number of gay bars (43). What may come as a surprise given the city’s liberal cultural history is the fact that prostitution in Paris and the rest of France has been prohibited since the 1950s. The city of Moulin Rouge and the famous 19th century brothels is no more. Nevertheless, of course, a lot of prostitution does take place in Paris, however this is largely limited to unregulated street prostitution, with much higher numbers than many other European countries. For this reason, Paris only appears in 12th place.

The LGBTQI+ scene is also huge in Barcelona, particularly around the L'Eixample and Gràcia areas and the beaches of Playa de Sant Sebastiá and Barceloneta, with 24 gay bars and 38 sex shops across the city. Indeed, this culturally rich and diverse city welcomes all sexually liberal visitors. Sex work is not officially legal in Barcelona, which follows an abolitionist approach whereby the purchase of sex is banned. Of course, this does not mean that there is no prostitution in Barcelona, only that the industry faces legal obstacles and is not regulated, meaning sex workers have less protection and may have to resort to the more dangerous option of street prostitution. The Texan city of Houston impresses with its advantageous location directly on the Gulf of Mexico. This attractive, big city is seen as the liberal centre of Texas and attracts many residents from further afield who are looking for a more relaxed, less conservative lifestyle. After all, in the south, not everyone is a cowboy or a Republican! Each year there are five recurring LGBTQI+ events and there are at least 27 gay bars spread across the city plus numerous strip clubs and erotic enticements. The reason for Houston’s low position in this ranking is thanks to the difficult access to contraceptives in the city and the absence of a common nudist culture. Vienna, the unparalleled capital of Austria, is internationally known for its Christmas markets, beautiful pastries and a very special way of life which is commonly referred to as the highest quality of life in the world. In our ranking, Vienna appears in 19th place, although this is in no means a criticism of this enchanting city. Nearly two million inhabitants call Vienna home, and the city is a true international metropolis. Art and culture have always been in good company in Vienna dating back to the days of the eccentric and colourful 19th century Empress Sisi and residents do not take their freedoms for granted. Rome, the eternal city. All paths lead there, so it is said, and from our own experience we can confirm that the journey is worthwhile! Since the days of old Rome over 2000 years ago, the capital of Italy is a non-stop source of joie de vivre, and in addition to its spectacular history and stunning architecture, Rome offers a wonderfully lively and stimulating lifestyle year-round. Although Rome has long been the centre of Catholicism, the metropolis is still a fairly liberal place. Indeed, when it comes to sexual liberation there are 45 sex shops available throughout the city and about 20 official gay bars, plus many more unofficial LQBTQI+ haunts. However, Italy is one of very few countries in the Western World in which marriage for homosexual couples is not yet possible and officially recognised and registered partnerships for same-sex couples have only been an option since 2016. Perhaps as a result of the conservative dominant faith in the country. Sex work is also prohibited in Rome and this, alongside the restrictions still in place for members of the LGBTQI+ community, means that Rome does not appear higher in our rankings.

Santiago is the proud, picturesque capital city of Chile, surrounded by mountains in the northern third of the country and an impressive 6000km long coastline on the Pacific. Chile is considered one of the wealthiest and most liberal countries in South America and despite the fact that homosexuality has only been recognised since 1999 and divorce since 2004, every year there are five annual LGBTQI+ events in Santiago and a number of gay bars exist without significant restrictions. At the milder end of the erotic spectrum there are cafés called Café Con Piernas or ‘café with legs’ which is a coffee shop where the service staff are nearly all attractive women dressed in revealing clothing. Whilst strip clubs are prohibited, some do exist near the Santa Lucia Park or Providencia Street and, perhaps surprisingly, prostitution is also completely legal in Chile. Similar to Germany, sex workers must be aged 18 years old or above and have to register with the authorities. Brothels and pimps are banned, as well as the exercise of sexual acts in public. Therefore, for those who practice street prostitution, there can sometimes be conflicts with the police who are allowed to fine or imprison sex workers for up to five days. Whilst there is still work to do in terms of sexual freedoms and the rights of sex workers, Santiago and Chile overall are certainly one of the most liberal areas of conservative South America. Hence the city’s place at number 24 in our rankings.

Vancouver appears 25th in our rankings, the third Canadian city to appear in the list after Montreal (in 9th place) and Toronto (in 14th place). Located directly on the border with the US and the Pacific Coast, Vancouver enjoys great popularity with locals and visitors alike. The city is internationally known for its liberalism and modern thinking and sexual freedom is very important in Vancouver. There are five annual LGBTQI+ events celebrating a vibrant local community and far-reaching laws protect the rights of minorities. There are also many Strip Clubs in Vancouver city centre. However, it’s approach to prostitution is what sees Vancouver appear at the end of our rankings. Prostitution is officially not allowed in Vancouver. As in Montreal and Toronto, the Neo-Abolitionist principle is applied, with the city trying to achieve extensive containment of prostitution by incorporating a ban on the purchase of sex. Of course, this does not mean that there is no prostitution in Vancouver, only that the industry is not regulated and faces a number of legal restrictions so street prostitution is not uncommon.

Background

The demand for more sexual freedom may surprise some residents of liberal metropolises. Wasn't there a sexual revolution as early as the late 1960s? Didn't sex shops spread across the world in the 1970s and hasn’t the BDSM and fetish scene been an established part of society since the 1980s? Isn't the LGBTQI+ community more accepted these days than ever before? That may all be true, but there are still big differences from city to city and country to country when it comes to inclusivity. We are therefore introducing you to the 25 most sexually permissive cities in the world in a ranking based on our research.

Our Approach

In order to achieve reliable results, we have incorporated extensive data from a range of categories into our list of the most sexually liberal cities in the world. We looked in detail at each city and their particular strengths and weaknesses regarding sexual permissiveness.

This includes the number of gay bars and whether homosexual marriages are allowed, permission for gender reassignment, the number of annual LGBTQI+ events such as gay pride parades, access to contraceptives and PrEP medication, whether there are anti-discrimination and sex worker protection laws in place and whether sex work is legalised.

We awarded points for each parameter and the higher the value, the higher the placement in our ranking. As such, some interesting results have emerged. You can find out more about each city in our Top 25 by clicking on the map or in the list.

Why is sexual freedom so important?

In considering this study, of course, the question arises as to why sexual permissiveness is an important value to investigate. Quite simply: sexual permissiveness, also known as sex positivity, is a factor in which the state of development of many areas of society coincides. Because it says a lot about a society in general when minorities such as the LGBTQI community or women are restricted in their development opportunities. Such restrictions can be justified both with so-called traditional values and also with political arguments. As the feminist movements of the 20th century have shown, the emancipation of genders or minority orientations is always connected with the acceptance of sexual permissiveness.

Sexual freedom of movement is not a matter of course

Just by looking at recent German history, it quickly becomes clear how beneficial a liberal attitude of both the state and society is to the sexual freedom of movement of an individual. If you look at the history of the legal recognition of homosexuality in Germany over the past few decades, it is noticeable that until 1968 homosexual acts were considered criminal and punishable by law in both the FRG and the GDR. It was not until 2001 that homosexual partners were allowed to have so-called registered civil partnerships, which corresponded to a certain legal recognition. Furthermore, same-sex couples have only been allowed to marry in Germany since 2017.

Sexual freedom of movement is relevant for many groups

The situation is similar when it comes to the sexual self-determination of women: until 1970 homosexual or sexually active girls and women were admitted to so-called educational homes, where they were often mistreated. Abortion has only been decriminalized since 1974, but is still fundamentally illegal to this day. Until 1986, mentally handicapped people in Germany were also sterilized as a matter of course without their consent. And horrifyingly, up until 1997, rape within a marriage was still legal and until 2016 rape was generally only considered as such if the victim had resisted violently, which experience has shown is often not the case when victims are paralysed with fear. So, what can we conclude from this?

Freedom and sexual freedom are inseparable

Based on the developments we have seen in German law and society, it is easy to see how closely sexual freedom and the general freedom of the individual are related. Only when consensual sexuality is not demonised or classed as illegal can the individual enjoy freedom in a society. Anyone who conforms to typical social norms - for example as a heterosexual, white man without unusual erotic desires - may not be particularly affected by restrictions on sexual freedom. However, this does not necessarily apply to the female population of Germany, which makes up 51% of the total population, nor the 7.4% of people who feel part of the LGBTQI+ community in the country. At this point you can already clearly see that a majority of the German population benefits from laws that guarantee a relatively high degree of sexual freedom and self-determination. We hope that our ranking can be a decision-making aid for all those who are looking for a place to live, where they can find their happiness and live as free from discrimination as possible.

The winners

There are prominent names at the top of our ranking. The US east coast metropolis New York City lands in first place on points. Although there are some restrictions in the USA, for example in the area of sex work, the overwhelming freedom and opportunities on offer in “NYC” ensure top results. Cologne ranks in second place and thus once again underlines its liberal image and international reputation, even coming in ahead of capital city Berlin in third place, followed by Madrid and Los Angeles. This means that two German cities are represented in the top 5. Incidentally, the world's first sex shop was opened in this country in 1962, by entrepreneur and pilot Beate Uhse. Germany's performance in this ranking is probably also due to her pioneering work in liberalising the country. While the performance of New York City and Los Angeles may not be unexpected, Madrid’s position in fourth place may be more surprising. However, despite Catholicism being the main religion in Spain, Madrid itself is home to a huge adult entertainment industry and more liberal attitudes.

Further down in our ranking, West Hollywood is in 20th place. With just under 40,000 inhabitants, the comparatively small city impresses with its very high number of gay bars and sex shops and has grown in recent years as a real capital of the international LGBTQI+ scene. Behind it is the beautiful Rome at number 21, where a very special attitude to life between lust and spirituality has always been established. Miami ranks 22nd, with the US metropolis combining freedom and liberality in an endless summer that is second to none. 23rd place also goes to the USA, to Dallas. Who would have thought that a city in Texas, with its conservative reputation, would make it into this ranking? But Dallas rates highly against our parameters and, like anywhere, there are freedom-loving people in Texas who like to be sexually permissive.

Place 24 in the ranking goes to Chile, more precisely to the capital Santiago. Many freedoms there are still relatively new, such as the recognition of homosexual partnerships, but hardly any other city has developed so positively recently. The 25th and last place in our ranking goes to wonderful Vancouver in Canada. With Vancouver’s inclusion in the list it quickly becomes clear that just because a city is 'at the bottom' of the ranking does not mean that it is not sexually liberal, just that the competition is tough! Surely a good sign for many people in this world...

Calculation and scoring

In order to calculate a ranking list, all results of the influencing factors examined were standardized on a scale from 0 to 100. The city that performed best in the respective influencing factor received the number of points 100. The city that did the worst in the respective influencing factor received the number of points 0. All other cities ranked in between according to their results and also received a number of points between 0 and 100.

Then all points from all influencing factors of an examination field were added. The total gave the examination field result. Finally, all three examination field results were added up and this final result also standardized on a point scale between 0 and 100. The calculation was made using an ordinary normalization formula.
